Creates a follower for the key owner. Optional loss_limit_pct (0–100) blocks new risk after total PnL reaches −pct% of initial_capital until restart. Requires the listed write scope and feat:api:write on an Institutional account. Send Idempotency-Key.

Optional multi-leg markets. When omitted, a single primary leg is built from exchange/symbol.
